Hey. Me and my partner didnt have sex. But rubbed my penis on her vergina. She was naked but i was wearing a plastic bag at that moment. And she cleaned her vergina from a used tissue. Not sure whether the tissue had precum. We didnt have intercourse we both are vergins. Can she be pregnant by any chance?if the tissue had cum can that cause pregnancy? We are sooooo tensed and scared. Pls pls pls answer before she takes any wrong decision mam or sir. Help us. Thanks alot for reading.

You are both making wrong decisions by using a plastic bag as some sort of condom. If you can't access condoms, don't allow genital to genital touching.
Pre-ejaculate itself does not contain any sperm. Sperm may be inside the urethra if a man ejaculated recently and did not urinate since. If he urinated since he last ejaculated, there is no sperm at all. Pregnancy is very uncommon from pre-ejaculate and the urethra would have to contain sperm at the same time. A woman would also have to be ovulating and engage in unprotected intercourse with ejaculation.
There is very little risk for pregnancy. Again, don't allow any sort of genital touching and be sensible about things - don't use a used tissue. You have to plan sexual activity carefully, especially if your society punishes such acts.
