My boyfriend and I were making out. He didn't penetrate me but DID, for a second or two, while humping naked, touch my vulva with his penis. I'm sure he had pre-cum. With this very small contact (but still highly dangerous), is there any possibility that I am pregnant?

Any genital to genital contact is not considered safe sex, even outer rubbing, so if you know this (which you seem to), you should insist a condom be used. As for your situation, it's the ejaculate that would be of concern as it contains sperm.  If he did not ejaculate inside you (or on opening), there is no pregnancy risk. 

Pre-ejaculate fluid in itself does not contain sperm. Sperm can be picked up the urethra if a man has not urinated since ejaculation. But once he urinates, any sperm would be flushed out. So, it's very unlikely to become pregnant from pre-ejaculate.
