There is no perfectly safe time. Protection should be used if pregnancy is not desired.
Generally, having sex during your period will more than likely not result in getting pregnant as your ovulation is likely several days away decreasing any chances of conceiving during this time.  In the days after your period ends, you are starting to move into your fertility window.  According to The American Pregnancy Association,  a typical cycle that occurs every 28 to 30 days, the fertility window is usually between day 11 and Day 21.  Sperm can live 2, 3 and up to 5 days.  If your period lasts for 5 to 7 days, and you have sex right after that, you are approaching your fertility window and pregnancy could happen.
